In February 2003, the Government Accountability Office and the Secretary of the Navy cited several shortcomings to the Navy’s approach to funding. The Naval Facilities Engineering Command’s Backlog of Maintenance and Repair (BMAR) assessment program was found to lack sufficient credibility and accountability. The existing labor-intensive process was also found to be expensive and subjective.
Following the abandonment of BMAR as a condition metric, the Navy’s response was to “develop and implement an enterprise process for Facilities Condition Assessment that provides standardized, consistent facilities information reporting, which will dramatically improve the quality of information used for Sustainment, Restoration, and Modernization planning and execution.”
In 2008, ISES Corporation teamed with MACTEC and Parsons to support NAVFAC’s facilities condition assessment program. This $41 million project involved the assessment of 7,000 facilities on 24 installations, totaling more than 80 million gross square feet.
